About the conference

Conference Background

Kenya has made significant strides in strengthening social protection systems over the last two decades. The evolution began with the Orphans and Vulnerable Children Cash Transfer Programme launched in 2004 and has since expanded into a comprehensive range of interventions. Today, Government cash transfers support 1.7 million households, including orphans and vulnerable children, older persons, persons with severe disabilities, and households affected by drought in arid and semi-arid counties. This growth is anchored in the Kenya Social Protection Policy 2023, which defines social protection as the policies, programmes, and legislation that cushion individuals against poverty, vulnerability, risks, contingencies, and shocks throughout the life cycle.

The Kenya Social Protection Conference (SPC) is the fourth national convening of its kind, following previous conferences held in 2015, 2018, and 2023. The 2023 Conference, themed "Accelerating Inclusive and Integrated Social Protection Systems in Kenya: Strategies for Expansion of Coverage and Improved Shock Responsiveness," set the foundation for deeper integration and expansion of social protection programmes across the country.

Building on these achievements, the 4th Kenya Social Protection Conference will be held from 28th September to 1st October 2026 in Nairobi, under the theme "Re-imagining Social Protection in an Evolving Socio-Economic Landscape and Climate Change: Strengthening Adaptive, Transformative and Sustainable Social Protection Systems for Inclusive Development in Kenya." The Conference will bring together policymakers, practitioners, researchers, civil society, development partners, the private sector and beneficiary representatives to take stock of progress since 2023, examine persistent coverage gaps and emerging vulnerabilities, and explore innovative, diversified, and adaptive approaches to social protection delivery.

Structured around plenary sessions, technical breakout discussions and innovation showcases across six key sub-themes, spanning lifecycle coverage, shock-responsive systems, digital transformation, sustainable financing, graduation pathways, and inclusivity, the four-day Conference will culminate in a Joint Call to Action Communiqué that will guide the implementation of Kenya's social protection priorities beyond 2026.

Message from the Cabinet Secretary

It is with great pride that I address the delegates, partners and stakeholders gathered for the 4th Kenya Social Protection Conference, held from 28th September to 1st October 2026 in Nairobi. This Conference represents a significant milestone in our nation's continuing journey to build a social protection system that is inclusive, resilient and responsive to the needs of all Kenyans.

Over the past two decades, Kenya has made remarkable progress in strengthening social protection, from the launch of the Orphans and Vulnerable Children Cash Transfer Programme in 2004 to a comprehensive suite of interventions that today reach 1.7 million households across the country. This growth reflects the Government's unwavering commitment, anchored in the Kenya Social Protection Policy 2023, to cushion our people against poverty, vulnerability and the shocks and contingencies that mark the human life cycle.

As we convene under the theme "Re-imagining Social Protection in an Evolving Socio-Economic Landscape and Climate Change: Strengthening Adaptive, Transformative and Sustainable Social Protection Systems for Inclusive Development in Kenya," we do so at a critical juncture. Climate-related shocks, economic disruptions and persistent coverage gaps continue to test the resilience of our systems and the communities they serve. Yet these same challenges present an opportunity for innovation to diversify beyond cash transfers, strengthen digital delivery systems, deepen multi-sectoral coordination and build graduation pathways that move households from dependency to self-reliance.

This Conference builds on the achievements realized since the 3rd Conference in 2023 and provides a vital platform to review our progress, confront emerging vulnerabilities and chart a forward-looking agenda aligned with our constitutional commitments and global best practice. I am confident that the deliberations over the coming days will yield practical, evidence-based strategies to guide our sector for years to come.

I thank our development partners, county governments, civil society, the private sector and all stakeholders whose continued collaboration makes this Conference possible and I look forward to the outcomes of our discussions and to the Joint Call to Action Communiqué that will emerge from them.

I wish you all fruitful deliberations.

Hon. Dr. Alfred N. Mutua, EGH

Message from the Principal Secretary

On behalf of the State Department for Social Protection and Senior Citizens Affairs and the National Social Protection Secretariat, it is my honour to warmly welcome you to the 4th Kenya Social Protection Conference, taking place from 28th September to 1st October 2026 here in Nairobi, Kenya.

To our distinguished Chief Guests, Cabinet Secretaries, Principal Secretaries, County Governments, Development Partners, representatives of United Nations agencies, civil society and faith-based organisations, private sector leaders, academia and researchers and beneficiary representatives - karibuni sana. Whether you have travelled from across Kenya's counties or from further afield across Africa and the world, we are honoured by your presence and grateful for the time, expertise and commitment you bring to this gathering.

This Conference is a homecoming of sorts for Kenya's social protection community. A moment to reconnect, reflect and reimagine, four years since we last convened in 2023. Over the coming days, you will engage in rich plenary sessions, technical breakout discussions and innovation showcases spanning the full breadth of our sector, from expanding lifecycle coverage and building shock-responsive systems to advancing digital transformation, sustainable financing and inclusivity for all.

I encourage each of you to participate fully, share your experiences, challenge assumptions, forge new partnerships and contribute your voice to the Joint Call to Action Communiqué that will emerge from our deliberations. It is through this spirit of collaboration that Kenya has built one of the region's most comprehensive social protection systems, and it is through the same spirit that we will continue to strengthen it.

I trust that, beyond the conference halls, you will also find time to experience the warmth of Kenyan hospitality and I hope your stay in Nairobi is both memorable and rewarding.

Once again, welcome to the 4th Kenya Social Protection Conference. I look forward to engaging with you over the coming days.
